Roof Replacement for Rockport, TX Homes

Roof work in Rockport, TX carries more history than in most Texas towns. This is where Hurricane Harvey's eyewall came ashore in 2017, and a lot of homeowners here have already been through one rebuild. A second re-roof goes smoother when you know the rules going in.

Rockport is also the fastest-growing of the towns this site covers. The Census counted 10,070 people in 2020 and estimates 11,348 for 2025, and 71.4% of homes are owner-occupied.

Rockport, TX Homes on the Live Oak Peninsula

Home values run higher here than anywhere else this site covers. The median owner-occupied value is $320,500 (Census QuickFacts), well above the $210,400 median in Corpus Christi.

Households are small, about 1.84 people each across 5,692 homes, spread over 16.55 square miles of land. With bay water on two sides, the roof takes damp, salty wind on most days and the full force of tropical systems in a bad year. Wind-rated shingles and standing-seam metal are both frequent choices.

What's Covered in Rockport, TX

Each service below fits a coastal Aransas County house in its own way:

  • Tear-off and rebuild. A full roof replacement brings an older or storm-worn roof up to the code TDI uses today.
  • Wind damage. Lifted shingles or peeled flashing after a tropical system? Read up on storm damage roofs; a roofer documents the damage, and you deal with your insurer.
  • Standing seam and panels. Metal roof replacement is a common question near the bays. Ask about coatings rated for salt exposure.
  • Architectural shingles. Shingle roof replacement covers wind-rated and impact-resistant lines. Ask your insurer whether either earns a discount.
  • Spot repairs. If the problem is small, roof repair may be enough for now.

Where Harvey's Eyewall Came Ashore

On the night of August 25, 2017, around 10 p.m., Hurricane Harvey's eyewall made landfall near Rockport and Fulton as a Category 4 storm. The National Weather Service measured a 150 mph gust at the Rockport airport and reported that roofs were blown off and walls collapsed in both towns. Aransas County was part of the federal disaster declaration that followed (DR-4332).

Harvey was not the first. The Handbook of Texas says the 1919 hurricane nearly leveled the community. During Hurricane Hanna in July 2020, the NWS logged a 48 mph gust at Rockport. Hurricane season runs June 1 through November 30, and in this part of Texas wind matters far more than hail.

Rockport, TX Permits and the Windstorm Check

The city's Building and Development Department, at 2751 SH 35 Bypass, says whether a permit is needed depends on the work being done. Call 361-790-1125 before work starts; the office is open weekdays, 7:00 a.m. to 3:50 p.m. Once a permit is open, inspections are requested on the 24-hour line, 361-790-1177.

The state side is not optional. Aransas County is in TDI's designated catastrophe area, so a Rockport re-roof must be inspected while it is underway by a TDI-appointed professional engineer or a TDI inspector. Since April 1, 2026, that work is checked against the 2024 code. When it passes, TDI issues a WPI-8 certificate, and you can pull it up later on TDI's online windstorm search. A home without one may not be eligible for TWIA wind and hail coverage.

Your roofer is the one who usually handles the city paperwork and schedules the engineer. Get the engineer's name in writing before tear-off. TDI answers windstorm questions at 800-248-6032.

Built With Rockport, TX in Mind

Rockport has rebuilt before. It began right after the Civil War as a cattle-processing port, incorporated as a town in 1870 and as a city in 1871, the same year Aransas County was carved from Refugio County. Boatbuilding and fishing grew in the 1880s, shrimping took off in the 1940s, and tourism followed.

Our part is small and free. Your details go to one independent roofer, and that roofer, not us, inspects, prices and does the work. Roofers may pay us for leads. Texas does not license roofers, so before you sign, look for:

  • No proof of insurance. A roofer who can't show a liability certificate is a risk to your property.
  • Deductible offers. Texas law makes you pay your own deductible; report a waiver offer to the Texas Attorney General.
  • A vague contract. Insist on line items and written manufacturer and labor warranties.
  • Silence on the WPI-8. If no one can say who inspects, keep looking.

Common Questions From Rockport, TX

Do I need a city permit to replace my roof in Rockport?

The City of Rockport says it depends on the nature of the work, so the answer comes from the Building and Development Department at 361-790-1125. The TDI windstorm inspection is a separate state rule that applies to a full re-roof regardless.

My roof was replaced after Harvey. How do I know it passed windstorm inspection?

Look up the address on TDI's online windstorm search, which shows WPI-8 certificates. If none turns up, call TDI at 800-248-6032. Without one, TWIA may not cover wind and hail on the home.

Can the roofer negotiate my insurance claim for me?

No. Texas law keeps any contractor working on your house, or hoping to, out of the public adjuster role. The roofer's job is to record what broke and price the fix. Talking terms with the insurer, whether TWIA or a private company, stays with you.

Will a Class 4 or wind-rated roof lower my premium?

It might. Plenty of Texas carriers reward impact-resistant roofing with a lower rate, though each sets its own amount and none is promised. Call your agent with the product name before you choose shingles.

Windstorm inspection on every re-roof

In Nueces and its neighboring coastal counties, a new roof needs a state windstorm inspection while the work is underway, plus a WPI-8 certificate to keep TWIA coverage in reach.

The deductible is yours to pay

Under Texas law the policyholder covers the deductible. No roofer may offer to waive, rebate or soak up any part of it.

Your claim stays your own

A contractor working on your roof can't serve as your public adjuster or advertise claim adjusting (Tex. Ins. Code §4102.163).
